Nowadays, a major city in the world generates several million tons of waste each year. Mos
t of such trash is disposed in nearby landfills, which are often found to be filling up ve
ry vast. To tackle this problem, some governments have proposed to impose strict limits on
the amount of trash acceptable from each household. I believe this policy or some similar
practices will encourage citizens to better address environmental problems. Some may insi
st on building new landfills or increasing the number of incinerators. But that won't solv
e the problem alone. For one thing, it is difficult to find suitable locations of such new
landfills. If they are close to residential communities, local protests will arise quickl
y. And if they are too far from city population, transportation cost would be a big concer
n. Therefore, it should take great care and planning to slowly develop new landfills. What
is more, building new incinerators will also become a huge investment and they generally
are not environmentally friendly.  Imposing restrictions on the amount of trash each house
hold can legally dispose can be an effective measure at least in a short term. In some cit
ies, citizens have to use special plastic bags when they throw away their rubbish. And eac
h plastic bag has a maximum capacity for regular daily waste, so it would be easy to calcu
late the limit of their daily disposal. This policy requires people to be self-disciplined
in environmental issues by carefully preparing what they treat as garbage. Over a period
of 10 years, for example, these cities expect to cut down the daily wastage per person by
around 60 percent with this scheme. Meanwhile, recycling rate can also rise by around 40 p
ercent. A similar policy to this proposal is to levy upon citizens who wish to dispose mor
e trash than allowed. This "user pays" principle means that people will have to change the
ir previous habits but treat disposal of trash more seriously. Most people just dump their
rubbish without thinking twice, but with such levy or tax they would have to consider the
consequence of generating waste any way they want. It thus become critical for them to th
ink about recycling their waste or finding ways to reduce it. Waste management is somethin
g so urgent to our world. Many environmental problems result from human activities, so peo
ple should take responsibility to remedy them. So I fully support the government's decisio
n to impose such waste-disposal limits.
