is whether the law is actually enforced. Many entrepreneurs lack confidence and investment
intention because they believe that their personal and property rights are not effectivel
y guaranteed and lack a sense of security. Only in a rule of law environment can entrepren
eurs have the confidence to invest and start businesses. Therefore, establishing a good ru
le of law environment is an important guarantee for the healthy development of the market
